Project 2784 RFQ Resch Expo & Resch Center Chiller Cross-Connection Study

The County of Brown is seeking a qualified engineering firm to perform a comprehensive feasibility and design study for linking the chiller plants at the Resch Expo (2021 water‑cooled system) and the older Resch Center (2001 air‑cooled system). The vendor will conduct a mandatory site walk‑through, review all existing mechanical/electrical drawings and control sequences, develop an energy‑use model, produce schematic piping designs, compare the cost of cross‑connection versus full chiller replacement, and deliver a full life‑cycle and risk analysis report within 90 days of the site visit. • Perform on‑site inspection and document existing chiller, piping, pump, and BAS configurations. • Review and analyze control logic, generate an energy‑consumption simulation, and produce a cost‑benefit comparison (cross‑connection vs. replacement). • Deliver schematic mechanical drawings, a detailed recommendation report, and a final life‑cycle/energy analysis package.
