Project Management and Consulting Support Services for FIS & HCM System Implementation

The City of Kingsport, TN is seeking a professional services firm to act as the owner’s representative and provide comprehensive project‑management and consulting support for the implementation and go‑live phases of Tyler Technologies’ Financial Information System (FIS) and UKG’s Human Capital Management (HCM) system for both the city and Kingsport City Schools. The contractor will oversee vendor coordination, risk and issue management, schedule development, data conversion, testing, training coordination, and post‑go‑live stabilization for an estimated 27‑month engagement. • Provide independent oversight of Tyler FIS and UKG HCM implementations, acting as the City’s liaison to vendors. • Manage all project governance artifacts (master plan, RAID log, status reports, change‑control, quality‑assurance, and documentation). • Lead data‑migration, integration coordination, functional/parallel/UAT testing, training coordination, and three‑month post‑go‑live support.
