Description

The State of Tennessee Department of Education is seeking qualified vendors to provide E‑Rate Category 2 goods and services—including internal‑connection equipment (cabling, switches, routers, UPS, access points, etc.), Basic Maintenance of Internal Connections (BMIC), and Managed Internal Broadband Services (MIBS) – for all Tennessee Local Education Agencies, public charter schools, and state special schools for the FY 26‑FY 31 funding period. The contract will be awarded as a multiple‑award “master” agreement; each awarded contractor will supply catalog‑priced ceiling rates that local entities will use in subsequent mini‑bids. Vendors must demonstrate technical capability, statewide coverage, and compliance with FCC/USAC rules, and must submit a technical response (no cost data) and a detailed catalog‑pricing spreadsheet. • Supply and maintain Category 2 hardware and software (e.g., switches, routers, UPS, wireless APs, firewalls, cabling). • Provide BMIC services (repair, upkeep, configuration changes, basic support) and MIBS options (leased‑equipment or customer‑owned‑equipment management). • Submit a catalog‑pricing spreadsheet that sets ceiling prices for all eligible items; these prices become the ceiling for all future LEA mini‑bids. • Maintain FCC “Green‑Light” status, submit annual Form 473 certifications, and support USAC audits.

Budget estimate

$5,000,000 – $30,000,000

Because the contract covers all Tennessee public schools, charter schools, and special schools for six fiscal years, the total spend is likely to run in the low‑ to mid‑tens of millions of dollars. Assuming an average of 1,200 schools, each spending roughly $5,000‑$25,000 annually on Category 2 items and services, the aggregate contract value could range from about $5 million to $30 million over the six‑year term. The final budget to any single vendor will depend on the number of vendors awarded and the share of mini‑bids they win, but the overall market size is substantial.
