Operation and Maintenance of the Ocean County Recyclable Materials Processing Facility No. II

The Ocean County Board of Commissioners is seeking a qualified operator to provide full‑service operation and maintenance (O&M) for its Recyclable Materials Processing Facility (RMPF) No. II located in Lakewood, NJ. The contract is for an initial five‑year term with an optional five‑year extension, covering both the single‑stream and commingled processing buildings, as well as baling operations at the Southern Recycling Center. The operator will be responsible for all day‑to‑day facility management, material receipt, processing, marketing, staffing, training, record‑keeping, maintenance, compliance with environmental and safety regulations, and coordination with municipal waste providers. A performance bond of $3 million and various insurance coverages are required. The award is scheduled for November 2026 with contract start on 1 January 2027. • Operate and maintain a 25 tons‑per‑hour recycling facility (single‑stream & commingled) across two sites. • Manage staffing, training, safety, and compliance for all facility activities. • Handle material receipt, processing, marketing, and sale of recyclables to meet state recycling targets. • Provide regular reporting, performance reviews, and maintain all utilities and equipment. • Must submit electronic proposals via the OpenGov portal; a voluntary pre‑proposal conference is offered for site walk‑through.
