WTIU Joint Master Control Service

Indiana University seeks a vendor to provide a fully‑managed, broadcast‑grade Joint Master Control (JMC) service for its PBS station WTIU. The contractor must deliver 24×7/365 NOC monitoring, linear playout for one primary HD channel plus up to three SD pass‑through channels, integration with IU’s ProTrack traffic system, compliance handling (EAS, PSIP, Nielsen, PBS WARN), and optional disaster‑recovery and streaming services. The solution can be cloud‑based, on‑premises, or hybrid, with equipment no older than three years, and must include commissioning, training, and annual pricing adjustments over a minimum three‑year term. • Provide end‑to‑end master‑control, playout, graphics, and asset‑management for WTIU HD and sub‑channels. • Integrate directly with ProTrack and support emergency alert messaging, audio continuity, and quality‑alert monitoring. • Supply equipment, installation, one‑day commissioning, and one‑day joint‑operations training; optional DR rack and extra redundancy available.
