Science and Technology Broad Agency Announcement

The Science and Technology Broad Agency Announcement (BAA) for the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) seeks research proposals for new and innovative R&D solutions related to undersea technology subject areas. The BAA is open for approximately five years, and proposals may be submitted at any time during this period. The NUWCDIVNPT is looking for basic and applied research that has potential uses aligning with the identified undersea technology areas, including submarine and surface ship sonar, undersea communications, and unmanned offboard vehicles. The proposals should include a technical description, cost estimate, and addendum with biographical sketches of key personnel. The Government will review the proposals based on technical merit, relevance, and cost reasonableness. Some key areas of interest include: • Submarine and surface ship sonar • Undersea communications • Unmanned offboard vehicles • Undersea warfare systems and capabilities • Environmental and tactical support systems • Cybersecurity • Marine mammal monitoring and modeling The NUWCDIVNPT encourages offerors to identify past and planned investments that would provide leveraging opportunities for the limited research funds. The Government requires unlimited data rights with regard to any procurement, with some exceptions.
