This advertisement seeks to prequalify prospective contractors to bid the subject project in accordance with the New York State Infrastructure Investment Act.
The State University Construction Fund (herein after referred to as “SUCF” or “the Fund”) is seeking qualifications from contractors, herein referred to as the “Proposer(s)” or “Contractor(s)” to provide qualifications for SUCF Project No. 411027-00 Rehabilitate Building Façade/Replace Roof at the State University of New York College of Optometry (the “Project”). The forthcoming project involves the rehabilitation of the exterior building façade, roof repairs and restoration, and other improvements.
The College of Optometry building, constructed in 1912, is a 300,000 GSF, eighteen-story structure located in New York City. This RFQ is to identify and prequalify contractors with demonstrated experience performing complex exterior restoration and roofing projects in occupied, historic, and urban high-rise buildings.
Site Conditions - The dense urban environment presents significant logistical challenges typical of New York City high-rise construction. The building is bordered by high-rise structures along both the east and west property lines. The north and south facades are constructed at the property line facing East 43rd Street and East 42nd Street, respectively. Contractors should demonstrate experience managing exterior restoration work, material handling, pedestrian protection, sidewalk sheds, scaffolding, and construction operations in similarly constrained urban environments.
The Project consists of repairs and restoration of the building envelope, repair and rehabilitation of existing roofing systems, and selected ground-floor renovations. The Project includes:
Façade Rehabilitation - The building is constructed with a pre-war steel frame structure and exterior walls consisting of limestone, bonded brick masonry, terra cotta, granite, and related architectural elements. Existing window systems include aluminum casement windows and steel-framed double-hung windows. The façade rehabilitation work includes, masonry repair and restoration; parapet wall repairs and selective reconstruction and replacement of deteriorated limestone, terra cotta, granite, and brick masonry components, repair of cracks and deteriorated joints; cleaning, sealing, and waterproofing of façade surfaces; replacement of selected railings and balustrade; repair and restoration of terracotta cornices and associated structural support systems; and other building envelope repairs required to restore the exterior façade. Existing masonry parapets along the north and south elevations meet or exceed the current 42-inch code height requirement and will require varying levels of repair and selective replacement.
Roof Repair and Recovery system - the repair and restoration of an existing built-up roofing (BUR) system more than twenty (20) years old experiencing deterioration and ongoing water infiltration and leaks impacting occupied interior spaces on the 18th floor. The extent of roofing work includes assembly components such as roof membrane materials, insulation, drains, flashings, waterproofing systems, and related appurtenances at the main roof above the 18th floor and on the east and west 6th floor setback (areaway) roofs and includes installing a waterproofing roof recovery system. The total roof area is 11,200 SF. The roof contains multiple penthouses, extensive mechanical equipment, dunnage, and roof-mounted structures that will require coordination and protection throughout construction. Roof access is provided through multiple stairways and rooftop access doors.
Ground Floor Renovation - At grade level, the Project includes the gut renovation of an existing space for conversion into a bicycle storage room. Scope of work includes demolition of existing glass door and storefront; infill of existing glazed openings with masonry construction and finished stone to match adjacent historic conditions; restoration of the affected exterior wall to its original architectural appearance; and related interior architectural and building system.
The preliminary estimated construction budget is between $5,000,000 and $10,000,000.
Eligibility to submit a bid for the construction of this Project shall be strictly limited to those entities that are expressly invited to bid following the Fund’s review and evaluation of the qualification packages submitted in response to this RFQ.

Once registered, contractors will receive an email with the applicable Request for Qualifications (RFQ) and the link to upload the Statement of Qualifications (SOQ) at the submission deadline.
