Description

Johnson County is soliciting a vendor to provide a modern, out‑of‑the‑box or customizable Prosecution Case Management System (CMS) for its District Attorney’s Office. The solution must ingest daily batch files via NIEM standards, store and de‑duplicate discovery materials, support demographic tracking, provide diversion appointment views, and integrate with existing county systems (see Attachment G). The contract will run for an initial three‑year term with two optional one‑year renewals, and the County expects the project to begin in January 2027. Vendors must demonstrate technical capability, security compliance, prior similar implementations, and be able to support the system throughout the contract period.

Budget estimate

$1,000,000 – $3,000,000

Based on comparable municipal justice‑system software contracts, a 3‑year county‑wide CMS implementation typically ranges from $1 million to $3 million, depending on licensing, customization depth, data migration, training, and support services. Johnson County’s size (≈600,000 residents) and the requirement for integration, security compliance, and optional phased rollout suggest a mid‑range estimate around $2 million, with the low end reflecting a basic out‑of‑the‑box solution and the high end reflecting extensive customization and premium support.
