Description

The City of Spokane is seeking qualified firms to conduct a professional planning and preliminary engineering study for the Centennial Trail segment between Center Street and Boulder Beach. The study will evaluate alternatives, engage the public, perform preliminary design work, and produce a 30 % design package, with the potential for further design phases under a later contract. Firms must demonstrate at least three years of transportation planning and design experience and be licensed to do business in Washington State. Submissions are limited to 15 pages (excluding resumes and debarment/lobbying certifications) and must be submitted electronically via ProcureWare. No cost proposal is required at this stage; pricing will be negotiated after qualification. • Scope includes alternatives analysis, community outreach, preliminary engineering, permitting guidance, and 30 % design deliverables. • Mandatory compliance with federal STBG grant requirements, debarment, lobbying certifications, and a 90‑day proposal validity period. • The contract period is 18 months with an optional 24‑month renewal; work is expected to begin after contract signing (earliest Dec 1 2026).
