The City of Des Moines is seeking qualified auto body repair contractors to provide comprehensive collision repair, painting, and mechanical services for its municipal fleet (police cars, light trucks, sedans, pickups). The contract will set standard rates for common repairs and will be awarded to a primary and secondary contractor for a 12‑month base term, with up to five additional 12‑month extensions. Work must be performed at a commercial facility within 15 miles of the fleet hub, using OEM‑level quality, certified ASE technicians, and EPA‑approved spray booths. Contractors must meet turnaround targets (≤ 1 week for <$8k repairs, ≤ 2 weeks for $8k‑$16k, ≤ 3 weeks for >$16k), provide detailed estimates within 48 hours, and maintain a three‑year paint warranty plus a lifetime finish guarantee. Bids must include ASE certifications, insurance documentation, and facility details; no subcontracting is allowed. • Scope: Full collision body repair, structural straightening, painting, refinishing, mechanical repairs, diagnostics, alignment, and vehicle detailing. • Required certifications: ASE (body & paint), refrigerant recovery, optional I‑CAR, OEM shop certifications. • Facility must have two‑post lift ≥ 7,000 lb, spray booth, frame‑rack, color‑matching computer, and hazardous‑waste compliance. • Contract value: Fixed rates per hour/part; pricing held firm for the base year. • Award: Multiple award (primary & secondary); evaluation based on price, responsiveness, experience, and certifications.
