Applications must be submitted electronically via Grants.gov by 11:59 PM EST on 30 Oct 2026. Selection will be based on merit criteria (Innovation, Economic Competitiveness, Reinvesting in the American Family, Core Infrastructure) and a readiness assessment, with announcements expected in March 2027. • Eligible: MPOs (pop > 200 k) and State DOTs • Funding: up to $2 M per award; total $26 M available • Grant type: cost‑reimbursable, 100 % federal share • Application deadline: 30 Oct 2026, 11:59 PM EST (Grants.gov) • Period of performance: 1‑4 years after award execution • Evaluation criteria: Innovation, Economic Competitiveness, Family Reinvestment, Core Infrastructure • Anticipated award announcement: March 2027 • Required deliverables: transparent prioritization methodology, public outreach, scoring system, semi‑annual progress & financial reports

Budget estimate

$1,000,000 – $2,000,000

The NOFO caps each individual award at $2 million, with a total funding pool of $26 million for up to 100 awards. Assuming most successful applicants receive near‑maximum funding, the expected budget per award would range from $1 million (minimum viable project) to $2 million (maximum allowable). The actual amount will depend on the scope of the prioritization process each applicant proposes and FHWA’s assessment of cost‑reasonableness.
