The San Diego Unified Port District is seeking a qualified contractor to rehabilitate the concrete marginal wharf at National City Marine Terminal (NCMT) Berths 24‑3 and 24‑4. The scope includes demolition of existing deck and waterfront hardware, repair and jacking of piles, construction of a new reinforced‑concrete deck, replacement of bull rails, fenders, mooring hardware, and associated utility upgrades (potable water, storm‑water drainage, pavement, and conduit work). The project must comply with MARAD‑funded Buy America/Build America requirements, California prevailing‑wage rules, and a mandatory Project Labor Agreement. The contract is a fixed‑price, 470‑day effort estimated at $35.5 million, with an 8 % small‑business participation goal and extensive insurance, bonding, and certification requirements.
