Description

The Air Force Life Cycle Management Center, Joint Fires Network Division (AFLCMC/C3J), is seeking qualified and interested vendors to provide Systems Engineering and Technical Advisor (SETA) support for the Joint Fires Network (JFN) program. The JFN program is a fires-informing decision network that provides top echelon decision makers with a common operating picture and resilient architectures to optimize the allocation of weapons. The program is transitioning from a rapid prototyping environment to a Program of Record (PoR) and requires support in meeting the new requirements while continuing to develop and deliver a quality product to the warfighter. The SETA services needed include providing expert knowledge, experience, and support in areas such as joint fires, multi-domain operations, advanced analytics, and high-security facility protocols. Some key aspects of the job include: • Providing Warfighting Acquisition System (WAS) expertise and technical assistance • Developing and maintaining Standard Operating Procedures (SOPs) and Emergency Action Plans (EAPs) for high-security facilities • Deploying and managing C4I systems across multiple Impact Levels • Building and maintaining CI/CD pipelines within and across classified environments • Designing and creating operational vignettes/scenarios • Assessing "performer technologies" during experiments and quantifying success • Evaluating emerging third-party technologies for architectural alignment and operational feasibility • Providing senior-level subject matter experts with domain expertise and necessary clearances • Managing change within the environment and risks associated with integrating disparate capabilities • Implementing C4I and CJADC2 systems across military shore and Naval ship installations • Balancing the need for extreme security with the need for technical agility during experimentation • Developing customized assessment tools to automatically extract data from live experiments • Supporting large-scale operational demonstrations and LVC experimentation • Extending joint networks across multiple Combatant Commands, geographic regions, and international allies • Leading technical demonstrations and briefings for high-level stakeholders • Facilitating Executive Steering Group (ESG) meetings and Systems Requirements Reviews (SRR) • Managing Technical Review Boards (TRB) and Change Control Boards (CCB) for the Risk Management Framework (RMF)

Budget estimate

$10,000,000 – $50,000,000

The budget for this opportunity is difficult to estimate, as it is a Request for Information and not a solicitation for bids or proposals. However, based on the complexity and scope of the Joint Fires Network program, it is likely that the contract value will be substantial, potentially in the range of $10 million to $50 million. Factors that may influence the likely payment range include the level of expertise and support required, the duration of the contract, and the number of personnel involved.
