Description

The NIH is soliciting a sole‑source, firm‑fixed‑price contract to upgrade two existing Siemens MAGNETOM Terra MRI scanners to the Terra.X platform. The upgrade includes hardware (head coils, gradient packages), software updates, on‑site clinical training, and extensive ancillary services such as heavy rigging, mechanical installation, and examination‑bay shielding preparation. All work must be performed by Siemens Healthineers or its authorized personnel, with a Siemens Project Manager coordinating site readiness, drawings, and scheduling. The contract is structured as a single purchase order with line‑item pricing for each component and sub‑component, and requires compliance with Service Contract Labor Standards, Trade Agreements Act certifications, and a valid Commercial Subcontracting Plan. • Upgrade of two MAGNETOM Terra MRI systems to Terra.X (hardware & software). • Delivery of advanced 8Tx32Rx head coils and gradient performance packages. • 24‑hour on‑site clinical education/training per scanner. • Turn‑key rigging, heavy transport, and structural/mechanical installation (including permits, crane operations, and building modifications). • Examination‑bay preparation with RF/EMI shielding and floor anchoring. • Siemens‑assigned Project Manager to oversee site preparation, drawings, and scheduling. • Firm‑fixed‑price, single‑award contract; all pricing must be fully loaded and itemized.

Budget estimate

$5,000,000 – $10,000,000

Upgrading a high‑field MRI system to the latest Terra.X platform is a multi‑million‑dollar endeavor. Individual Terra.X upgrade packages for a single scanner typically range from $2 M‑3 M, and the ancillary services (heavy rigging, building modifications, shielding, training, project management) can add another $1 M‑4 M per site. For two scanners, a reasonable total contract value is therefore between $5 M and $10 M, depending on the final negotiated rates for labor, permits, and subcontracted services.
