Request for Applications for 988 New Hampshire Suicide and Crisis Lifeline

The New Hampshire Department of Health and Human Services is seeking a qualified vendor to operate and manage a 988 Suicide and Crisis Lifeline that provides free and confidential support 24/7/365 to individuals experiencing emotional distress, mental health crises, or suicidal ideation. The selected vendor will ensure timely, compassionate, and effective crisis intervention services, integrate with local and national behavioral health systems, and support the continuous enhancement of the Lifeline in alignment with federal and state standards. The key responsibilities of the vendor include: * Operating the 988 Suicide and Crisis Lifeline in alignment with national standards and state-specific expectations * Meeting the reporting requirements described in the RFP * Ensuring compliance with the Network Agreement and federal and state privacy regulations * Providing a proposed Work Plan that demonstrates the vendor's ability to have services fully operational by July 1, 2026 * Ensuring staff have the required knowledge, skills, and competencies to perform necessary tasks * The vendor must be an accredited NH 988 Lifeline Center no later than 60 days prior to September 29, 2026, and have expertise in engaging individuals in crisis to assess levels of risk and needs, deliver crisis de-escalation services, and coordinate connections to additional supports based on the assessment and preferences of the individual in crisis.
