The Federal Bureau of Investigation (FBI) is seeking innovative ideas and approaches for research that is general in nature. The objective of this Broad Agency Announcement (BAA) is to encourage participation by science and technology firms and educational institutions in meeting FBI Research and Development goals. The BAA establishes a Two-Step process, where the first step is the submission of white papers, and the second step is the submission of formal proposals for selected white papers. The FBI is looking for solutions to various problem sets, and offerors may propose subcontracting and teaming arrangements. The evaluation criteria for white papers include Technical Approach, Capabilities and Relevant Experience, and Rough Order of Magnitude.
