General Government Debt Model Process

The City of Raleigh is seeking a qualified firm to provide debt management services for primarily tax-supported capital improvements. The selected firm will be responsible for developing, maintaining, and managing a customized general government financial planning model process. This model will incorporate the City's tax-supported general government debt and will provide debt capacity tracking, analysis, projections, stress testing, and innovative solutions. The firm will also be required to provide support for the City's Treasury department, including evaluating the most effective means to extract and obtain data for model inputs, planning and scheduling formal virtual meetings, and consulting with City staff and external partners as directed. Some key features of the required services include: * Developing a customized financial planning model that incorporates the City's tax-supported general government debt * Providing debt capacity tracking, analysis, projections, stress testing, and innovative solutions * Supporting the City's Treasury department in evaluating the most effective means to extract and obtain data for model inputs * Planning and scheduling formal virtual meetings to review model updates and discuss budget, actual, and assumption changes * Consulting with City staff, financial advisors, bond counsel, bond underwriters, and trustees as directed * Keeping the City apprised of any rate assumption changes based on market and peer trends that may occur during the term of the contract.
