Description

The State of Tennessee is seeking a single prime Managed Service Provider (MSP) to operate its statewide Staff Augmentation Program and to manage Project‑Based/Deliverables staffing for all state agencies (and a few local agencies). The contractor will run a Vendor Management System (VMS) that handles requisition processing, sub‑vendor network management, time‑keeping, invoicing, reporting, and compliance for four job categories: Information Technology, Medical, General Administration, and Language & Communication Assistance Services. The contract runs for an initial five‑year term (with up to two one‑year renewals and a possible 180‑day extension) and includes a mandatory VMS go‑live within two weeks of contract effective date, quarterly performance reporting, and a fee expressed as a percentage of the maximum bill rate. • Operate a robust, on‑shore VMS covering staff‑augmentation and projects ≤ $1 M, with real‑time dashboards, spend visibility, and alignment to TN HR classifications. • Manage a neutral sub‑vendor network, enforce background‑check and compliance requirements, and provide on‑site representation in Tennessee. • Deliver quarterly and monthly reports, conduct performance metric reviews, and support transition of the incumbent’s data into the new system.

Budget estimate

$30,000,000 – $70,000,000

The State’s historical spend on contingent‑worker services was $451 M over FY 2023‑2025, and the contract estimates a total liability of about $1 B over the five‑year term. Assuming the MSP fee is set between 4 % and 8 % of the bill rates (a typical range for large‑scale staffing VMS contracts), the contractor’s revenue could fall roughly between $30 M and $80 M for the full term. Factoring risk, administrative overhead, and potential renewals, a realistic ball‑park is $30 M‑$70 M.
