ADVANCING SYSTEMS OF SYSTEMS TECHNOLOGIES FOR RAPID ADOPTION (ASTRA)

The Department of the Air Force is seeking innovative research to mature, prototype, demonstrate, and evaluate algorithms, methodologies, techniques, and capabilities to enable the rapid integration of Systems of Systems (SoS) and the auto generation of tests of the System-of-systems Technology Integration Tool Chain for Heterogeneous Electronic Systems (STITCHES) subsystem specifications and properties. The focus areas of the ARA include the development of STITCHES tools and technologies, and the design, implementation, and integration of a cloud-based platform to enhance the Air Force’s STITCHES Warfighter Application Team (SWAT) program. The ARA is a two-step open advanced research announcement, with white papers being solicited in the first step, and technical and cost proposals being invited in the second step. • The ARA has a total funding of approximately $350M, with individual awards not normally exceeding 60 months and dollar amounts normally ranging from $1M to $25M. • The ARA is open to all qualified offerors, with foreign participation being closed, except for fundamental research or companies with approved mitigation documentation. • The ARA includes various provisions, such as the Federal Acquisition Supply Chain Security Act (FASCSA) Orders, export control laws, and data rights. • The ARA has a submission deadline of 24 JUL 2028, with suggested submission dates for each fiscal year.
