USD Men's BB Charter Flight RFP 2.0

The University of South Dakota (USD) Athletics Department is seeking qualified air‑charter providers to transport the men’s basketball team for the 2026‑27 season. Up to five one‑way charter flights will be required, each carrying approximately 30 passengers (players, staff, equipment) with specific seating, beverage, and attendant requirements. Vendors must submit a detailed proposal covering aircraft type, capacity, insurance, fuel cost methodology, and all associated fees. Evaluation will be based on seating capacity, cost accuracy, experience, references, and preferred service attributes such as consistent flight attendants and equipment handling. • Contract period: FY27 (approximately six months) covering up to 5 charter trips. • Flight dates: Dec 8 2026 (Missoula → Yankton), Jan 6 2027 (Sioux City → Tulsa – two possible destinations), Feb 20 2027 (Grand Forks → Yankton). • Minimum aircraft capacity: 30 passengers; no first‑class required. • Required amenities: non‑alcoholic beverages (Pepsi, Gatorade, water), 1‑2 flight attendants (same crew preferred). • Insurance: $500 M CSL aviation liability, named insured USD and State of SD. • Payment: Deposit & balance schedule; fuel true‑up after final flight; escrow hold until trip completion. • Submission deadline: 2:00 PM CST, Oct 21 2026 (sealed, signed, or electronic via Sourcing Manager). • Evaluation points: seating (25), cost (25), experience (30), references (20), preferred credits (up to 35). • Award anticipated: Nov 4 2026; contract will be a purchase order with attached pricing.
