HALP - Homeownership Assistance Program

The City of Toledo’s Department of Housing & Community Development (DHCD) is seeking licensed Ohio title companies to act as escrow agents for the HOME at Last home‑ownership assistance program. The selected vendor will provide title insurance, closing services, and related escrow functions for first‑time homebuyer grants, with closing coordinated simultaneously with the borrower’s mortgage. Bids must be submitted electronically via the PlanetBids portal and include a full package of city, annual, and project paperwork, plus a bid guaranty calculated at 5% of the bid (subject to caps).
