Architectural and Engineering Services - Highland Springs Elementary School Replacement

The County of Henrico is seeking a qualified firm to provide full‑scope design‑build architectural and engineering services for a new ~90,000 sq ft elementary school on the existing Highland Springs Elementary site, including site infrastructure, interior design, furniture procurement, and construction administration. The contract will be fixed‑price, with multiple design phases and a one‑year warranty period, and must meet LEED Silver sustainability standards. • Design phases: Schematic (100 %), Design Development (≈ 35 %), Construction Documents (65‑100 %). • Engineering disciplines: Architectural, civil, structural, mechanical, electrical, plumbing, plus specialty systems (fire alarm, security, data, etc.). • Must coordinate phasing so the existing school remains operational; construction bid must be out by 1 Aug 2027 and the school must be substantially complete by 1 May 2029. • Contractor must provide extensive insurance coverage, performance/payments bonds, and comply with AI‑systems, drug‑free workplace, and other statutory clauses. • Evaluation based on functional requirements, project approach, experience/qualifications, and oral presentation.
