The Department of Veterans Affairs is seeking a Service‑Disabled Veteran‑Owned Small Business to provide comprehensive water‑testing services for the VA Northern Indiana Healthcare System’s three facilities (Fort Wayne, Marion, and the Jackie Walorski VA Clinic). The contractor must collect, analyze, and report water samples in compliance with ANSI/AAMI ST108:2023, calibrate equipment monthly, act as the subject‑matter expert for corrective actions, and deliver a web‑based reporting platform with rapid outlier notification. Testing includes routine point‑of‑use and point‑of‑generation sampling on a monthly basis, as well as quarterly performance‑qualification testing covering utility, critical, and steam water systems, with a detailed set of chemical and microbiological parameters. All labor, materials, transportation, lodging, and supervision are contractor‑provided, and work must be performed on the first Federal working day of each month during standard business hours, excluding federal holidays.
• Monthly routine testing at multiple points (dozens of sample sites) for pH, conductivity, alkalinity, hardness, bacteria, endotoxin, and other chemical constituents.
• Quarterly performance‑qualification testing covering utility, critical, and steam water streams with extensive analytical parameters (TOC, metals, anions, etc.).
• Mandatory rapid reporting: outliers must be reported within 24 hours, and a web‑based dashboard must be supplied for VA end‑users.
• Contractor serves as SME for water‑quality issues, provides corrective‑action consulting, and supplies all required equipment, travel, and lodging.
