Description
The State of Connecticut Department of Health (DOH) is seeking proposals from eligible agencies to implement, coordinate, and oversee Cold Weather Shelters within a designated Coordinated Access Network (CAN) geographic area. The selected agency will act as the lead for its CAN, subcontracting services as needed, and must work collaboratively with other agencies to ensure comprehensive, standardized shelter operations across the state. Funding will be allocated proportionally based on each CAN’s prior-year needs, with a set cost‑per‑bed metric and clear performance expectations. The goal is to create an equitable, scalable shelter system that can expand if additional state funding becomes available.
• Lead agency for a specific CAN geographic area
• Coordinate with multiple local agencies and subcontractors
• Implement standardized cold‑weather shelter services (bed provision, staffing, meals, security)
• Manage a budget of approximately $5.35 million for the contract year
• Meet state‑defined performance standards and reporting requirements
