Connecticut Bids and Bidding Guide

Connecticut state agency RFPs are posted on the CTsource Bid Board, the State Contracting Portal run by the Department of Administrative Services. CTDOT posts transportation work on the CTsource Bid Board and takes construction bids through Bid Express, and every local contract in Connecticut — schools, public works, municipal services — comes from one of the state's 169 towns and cities, because Connecticut has no county government to consolidate them.

Where Are Connecticut RFPs Posted?

Four state-level sources cover almost all Connecticut agency work. The town websites cover everything else, and that is where most of the volume sits.

  • CTsource Bid Board — open solicitations from state agencies. An account is needed to respond, not to browse.
  • CTsource Contract Board — awarded state contracts and current pricing. No account required.
  • DAS Construction Services Bid Board — state building construction and consultant work. Prequalification required for projects over $1 million.
  • CTDOT — highway, bridge, rail and transit contracts, posted on the CTsource Bid Board, with construction bids through Bid Express. CTDOT prequalification for construction.
  • 169 town and city websites — all local contracts, including school districts. Registration varies by town.

Browsing the bid board is open to anyone. Submitting a response is not, so create a CTsource account before you find something worth bidding on rather than on the deadline. The CTsource Contract Board is the companion listing of contracts the state has already awarded — useful for seeing who currently holds the work and what it went for before you decide whether to compete for it.

One bookmark worth replacing: older guides still point vendors at the BizNet procurement pages on biznet.ct.gov. DAS has moved state contracting to CTsource, and the legacy search pages no longer serve a usable bid list.

Why Don't Connecticut Counties Issue RFPs?

Connecticut abolished county government in 1960. Its eight counties have no budget, no administration and no purchasing authority — they survive only as geographic boundaries. In 2022 the Census Bureau went further and replaced them with nine Councils of Governments planning regions as the state's county equivalent for statistical purposes.

The practical consequence is that a search for "Fairfield County RFPs" returns nothing useful. Use the county and planning region names for orientation, then search the towns inside them. It also means Connecticut carries an unusually high number of independent buyers for its size: 169 town governments in a state you can drive across in two hours.

Which Connecticut Cities Issue the Most RFPs?

The ten largest towns and cities account for most local contracting. What each buys follows its economic base, so the list is worth reading as a targeting exercise rather than a population ranking.

  • Bridgeport — manufacturing, port and maritime activity, municipal infrastructure.
  • Stamford — financial and professional services, corporate-adjacent construction.
  • New Haven — healthcare and higher education services, public schools, transit work.
  • Hartford — state government contracting, insurance and financial services.
  • Waterbury — public works, education services, redevelopment.
  • Norwalk — rail and transportation corridors, municipal services.
  • Danbury — utilities, public safety, municipal facilities.
  • New Britain — manufacturing support, public works, education.
  • West Hartford — education services, parks and facilities.
  • Greenwich — municipal services, coastal and marine infrastructure.

What Do You Need Before You Can Bid in Connecticut?

Four things, and three of them take longer than a deadline allows:

  1. Create a CTsource supplier account and complete the business profile, including the commodity codes that describe what you sell. Those codes are what the notification engine matches against, so a thin profile means a quiet inbox.
  2. Check whether the work requires prequalification. DAS prequalifies contractors for state building projects above statutory thresholds, and CTDOT prequalifies highway and bridge contractors under a separate process. Neither is instant.
  3. Register with the towns you actually want to sell to. Most of the 169 maintain their own vendor lists, and being on the state portal does not put you on any of them.
  4. If you qualify, apply for DAS set-aside certification. Connecticut reserves a share of state contracting for certified small and minority business enterprises, and certification has to be in hand before you bid, not after.

How Do You Watch 169 Town Websites at Once?

You don't, not manually. The state portals are a manageable handful; 169 separate town procurement pages are not a routine anyone keeps up. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Connecticut and narrow by agency, industry or NAICS code, then save the search so new Connecticut bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Where Should You Start With Connecticut RFPs?

  1. Create your CTsource account and set your commodity codes. Nothing else works until notifications are pointed at the right categories.
  2. Pick the six or eight towns nearest you and get on their vendor lists. In Connecticut the town layer is not a supplement to the state layer; it is a large share of the market.
  3. Set up a saved Connecticut search so new matches across the state and town layers reach you in your next email digest, rather than the week before they close.

Connecticut is a small state with an unusually large number of independent buyers. The vendors who do well here are the ones watching the towns, not just the portal.

FAQs

Where are Connecticut RFPs posted?

State agency solicitations are posted on the CTsource Bid Board, the State Contracting Portal run by the Department of Administrative Services. DAS Construction Services runs a separate bid board for state building projects, CTDOT posts transportation work on the CTsource Bid Board and takes construction bids through Bid Express, and local contracts come from Connecticut's 169 towns and cities.

Do Connecticut counties issue RFPs?

No. Connecticut abolished county government in 1960, so its counties have no budget, no administration and no procurement. Since 2022 the Census Bureau has used nine Councils of Governments planning regions as the county equivalent instead. Every local contract comes from one of the 169 towns.

Do I need an account to see Connecticut bids?

You can browse the CTsource Bid Board without one, but you need a registered CTsource supplier account to submit a response or receive solicitation notices. Set the commodity codes on your profile carefully, because those codes are what drive the notifications you get.

Which Connecticut cities have the most contracting activity?

Bridgeport, Stamford, New Haven, Hartford and Waterbury lead by population and broadly by volume. Hartford adds state government contracting as the capital, Stamford skews toward financial and professional services, and Bridgeport carries manufacturing and port-related work.

Where do I find Connecticut transportation contracts?

CTDOT posts highway and bridge construction, rail and transit, and related professional services work on the CTsource Bid Board, and takes construction bids through Bid Express. Construction contractors generally need CTDOT prequalification, which is separate from anything you do on CTsource, so start it before you find work you want to bid.

What industries win the most Connecticut contracts?

Healthcare, insurance and financial services are prominent in the Hartford and Stamford economies. Aerospace and defense manufacturing is significant statewide, and construction, education and information technology contracting runs consistently across the towns.

Do I need to register to bid on Connecticut contracts?

You can browse the CTsource Bid Board without an account, but you need a CTsource supplier account to respond. DAS and CTDOT prequalify contractors for many construction projects, and most towns keep their own vendor lists.

How many Connecticut bids close this week?
