Description
The New York City Department of Design and Construction (DDC) is seeking up to four construction‑management/design‑build firms to replace, upgrade, or remediate petroleum‑storage‑tank sumps at city facilities across all five boroughs. The work will be performed under a requirements‑type contract with separate task orders for each borough (PW348‑91 – Manhattan & Staten Island; PW348‑92 – Brooklyn; PW348‑93 – Queens; PW348‑94 – Bronx). The contract includes full design, permitting, construction‑management, construction, and post‑construction close‑out services, with compliance to NYC, NY State, and federal environmental regulations.
• Scope: site investigations, engineering design, permitting, construction‑management, removal/upgrade/replacement of petroleum storage tanks and associated sumps, testing, commissioning, and delivery of “as‑built” BIM models.
• Duration: four‑year contract period (≈ 1460 calendar days) with possible one‑year extension at the Commissioner’s option.
• Funding: total estimated procurement value $279 million (four contracts ranging from $54 M to $89 M).
• Requirements: qualified key personnel, detailed staffing‑expense allowance, compliance with Article 42 salary‑rate methodology, M/WBE participation plan (Schedule B), and completion of a displacement determination (LL 63) prior to solicitation.
• Submission: proposals must be uploaded to the PASSPort portal by 12 / 3 / 2026, with questions due by 11 / 18 / 2026.
