Description
The Navajo Nation is establishing an Indefinite Delivery‑Indefinite Quantity (IDIQ) contract pool to provide on‑call consulting services for planning, engineering, architectural, and project‑management work across the Nation’s jurisdictions in Arizona, New Mexico, and Utah. Qualified firms will be pre‑qualified through this RFQ and later eligible for task‑order RFPs covering a broad spectrum of civil, structural, environmental, and construction‑oversight services. The contract term can extend up to five years with an annual ceiling of $5 million, and firms must submit hard‑copy proposals by the September 22 deadline and attend a mandatory in‑person interview.
• Scope includes community planning, grant assistance, architectural design, civil/structural/geotechnical engineering, surveying, environmental assessments, and construction management.
• Proposals are evaluated on a 200‑point scale; a minimum of 150 points and a 42‑point floor in cultural‑sensitivity is required.
• Priority status (Priority 1/2) under the Navajo Business Opportunity Act can affect evaluation order.
• Firms must provide detailed hourly rates, maintain those rates for 180 days, and comply with Navajo, federal, state, and tribal regulations.
