Notice of Intent to Sole Source- Transformer Bushings

The Western Area Power Administration (WAPA) intends to award a sole source contract to Power Asset Recovery Corporation (PARC) for the procurement and delivery of replacement transformer bushings compatible with the existing 345kV KU5A high-side transformer located at the Glen Canyon Substation. The requirement is for original equipment manufacturer (OEM) or fully compatible ABB Style 230N0800AA and ABB Style 025W0412AT bushings. The contract will be a non-competitive, Firm-Fixed-Price (FFP) purchase order. • The bushings are required to restore the KU5A transformer to service and mitigate the immediate risk of a long-term outage at the Glen Canyon Substation. • The contract is sole-sourced due to the critical infrastructure and reliability mandate, system vulnerability, and unique source availability and technical compatibility. • The lead time for a replacement 345 kV, 600 MVA Government-Furnished Equipment (GFE) transformer is currently estimated at 60 months (5 years), with procurement costs exceeding $25 million per unit.
