Third Party Administrator - Ladder Payments - RHTP

The Idaho Department of Health and Welfare is soliciting a firm‑fixed‑price contractor to serve as the Third‑Party Administrator (TPA) for the Rural Health Transformation Plan (RHTP) incentive program. The contractor will design a tiered “ladder‑payment” system, manage eligibility, disburse recruitment and retention incentives, oversee a secure participant database, and provide extensive reporting to meet federal, state, and HIPAA/FERPA compliance requirements. The effort spans a five‑year term, administering roughly $66 million in participant payments while delivering a fixed‑fee service. • Design and administer a tiered incentive program (recruitment, retention, education awards) with up to $50 k per participant. • Build and maintain a secure data system of record, ensuring HIPAA, FERPA, and Idaho security standards, and produce monthly, quarterly, and annual reports. • Provide compliance, fraud detection, and audit support, and coordinate with the Governor’s RHTP Task Force and legislative oversight bodies. • Deliver detailed implementation, program design, and outreach plans within the first 60 days of contract start, and manage transition and exit activities at contract close.
