Third Party Partner - Employee First Program - FFY27 - RFP

The Colorado Department of Human Services (CDHS) is seeking vendors to provide employment and training services to Supplemental Nutrition Assistance Program (SNAP) clients. The goal is to reimburse vendors up to 50% for employment and training activities provided to SNAP clients. Vendors must have demonstrated experience and outcomes in providing such services and must apply based on the service/delivery area they can provide services within the state. • The initial term of the resulting contract is October 1, 2026, or execution through September 30, 2027, with possible renewal for three additional one-year periods. • Vendors must submit proposals electronically, including a completed EF Program Operator Plan, a CDHS Non-County Subrecipient Risk Assessment Questionnaire, and other required documents. • The Department will evaluate proposals based on factors such as organization experience and staff, federal grant experience, program details, and financial capacity.
