Notice of Presolicitation Site Visit for Concession Opportunity at Voyageurs National Park

The National Park Service is anticipating the release of a prospectus for a concession business opportunity to provide lodging, retail, food and beverage, guest transportation, marina services, and mechanical boat portage services within Voyageurs National Park. The concession contract is expected to have a term of 10 years, with an effective date of January 1, 2027. The concessioner will be required to provide various visitor services, including overnight accommodations, food and beverage service, guest transportation, marina services, and retail sales. The concessioner will also be authorized to provide additional services, such as fishing guide services, kayak and canoe rental, and boat-based interpretive tours. * The concession contract will require an initial investment, including personal property, inventory, working capital, start-up costs, and operating supplies. * The concessioner will be required to maintain assigned facilities, open and close assigned facilities, and pay franchise fees. * The concessioner will be authorized to provide a variety of visitor services, including on-site sale of alcoholic beverages, fishing guide services, and boat-based interpretive tours. * The concessioner will be required to compile and present financial projections based on independent assumptions, due diligence, and industry knowledge. * Historical concession data is available, including annual gross receipts and franchise fees paid between 2023-2024.
