On Call Financial Consulting Services for Development Impact Fee Programs, Community Facilities Districts, and Related Financial Analyses

The County of Sacramento is seeking qualified consulting firms to serve on an on‑call basis for financial analysis related to development impact fee programs, Community Facilities Districts (CFDs), special tax modeling, fiscal impact studies, and other ad‑hoc financial work. The contract will be awarded through a Statement of Qualifications (SOQ) process, with task orders issued as needs arise. Proposers must submit an electronic SOQ by October 8, 2026 and may be invited to an optional interview on October 26, 2026. Evaluation will focus on understanding of the County’s needs, relevant experience, staff expertise, and compliance with format and terms.
