Parking Hearing Officers

The City of San Diego is establishing a five‑year pool of individual, qualified administrative hearing officers to conduct parking citation appeal hearings on an as‑needed, rotational basis. Applicants must demonstrate required training, experience, and the ability to conduct telephone, written, and occasional in‑person hearings, while adhering to City policies, insurance, bonding, and indemnification requirements. Selections will be based on a points system (minimum qualifications, experience, references) and successful candidates will be placed in a pool eligible for purchase orders throughout the contract term. • Conduct administrative hearings (telephone, written, occasional in‑person) for parking citations under California Vehicle Code § 40215. • Meet minimum qualifications: ≥20 hours of CVC‑40215 training (or experience equivalents), computer proficiency, impartiality, and ability to travel within San Diego. • Evaluation uses a 100‑point system; at least 60 points are required for pool placement, with scores determining order of award. • Contractor must provide performance/payment bonds, meet insurance minimums, and comply with extensive City contractual clauses (indemnification, IP assignment, ADA, EEO, etc.). • Compensation is monthly, invoiced in arrears; no total contract value is disclosed, and funding is subject to annual appropriations.
