Construction Manager/General Contractor Services for Direct Potable Reuse Demonstration Facility

Metropolitan Water District of Southern California is seeking a qualified Construction Manager/General Contractor (CM/GC) to deliver full‑scope pre‑construction and construction services for a new ~10,000 sq ft Direct Potable Reuse (DPR) demonstration plant and associated site improvements. The effort is split into a Phase 1 pre‑construction period (design, value‑engineering, permitting, procurement planning) and a Phase 2 construction period (site work, equipment installation, commissioning, and hand‑over). The contractor must hold a California Class “A” contractor license, provide required performance and payment bonds ($60 M), meet extensive insurance and safety requirements, and comply with a Project Labor Agreement and buy‑America preferences. • Provide end‑to‑end CM/GC services: project management, design development (30 %‑60 %‑90 % design), value‑engineering, schedule & cost estimating, procurement, and construction execution. • Deliver a fully integrated DPR facility—including new motor control center, SCADA upgrades, modular field offices, and upgrades to the existing IPR plant—within a 430‑day delivery window after notice‑to‑proceed. • Meet strict technical specifications for multiple process systems (membrane filtration, RO, ozone, GAC, UV/AOP, lime stabilization, CO₂ feed) and adhere to seismic, wind, and NSF water‑contact standards. • Submit a 5‑hard‑copy SOQ within the deadline, attend the mandatory pre‑bid meeting/site tour, and provide detailed documentation (QAP, submittals, schedules, warranties, training) throughout the project lifecycle.
