The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide pre‑construction and construction services for a $20 million Advanced Water Purification Pilot Demonstration Facility located north of the 91st Avenue Wastewater Treatment Plant in Tolleson, AZ. The CMAR will act as a risk‑bearing partner, delivering the project under a Guaranteed Maximum Price (GMP), coordinating design‑build activities, managing subcontractor selection, ensuring compliance with federal Davis‑Bacon, Buy‑America, and other regulations, and providing commissioning, start‑up, and training services. • Scope includes pre‑construction planning, cost estimating (60 %, 90 %, final), constructability reviews, permitting assistance, and long‑lead procurement. • Construction phase duties: subcontractor selection, GMP proposal, site scheduling, quality control, safety management, bonding, insurance, and record‑keeping via UNIFIER. • Required deliverables: operations & maintenance manuals, start‑up assistance, commissioning, and training. • Project budget: approx. $20 M; treatment capacity ~200 gpm (0.29 MGD). • Mandatory licensing: Arizona contractor licenses per state statutes. • Submission: electronic SOQ via Phoenix procurement portal by 12:00 pm PT, Oct 23 2026. • Pre‑submittal meeting (optional) on Oct 8 2026, 1:00 pm PT (in‑person & Teams). • Selection: qualifications‑based, up to three firms advance to RFP stage; award expected Jan 2027.
