Term Contract for Bond Arbitrage Services for the City & Borough of Juneau

The City and Borough of Juneau (CBJ) is seeking proposals from highly qualified contractors to provide bond arbitrage services. The contractor will be responsible for assisting with arbitrage compliance planning, preparing arbitrage rebate calculations, and ensuring all IRS rebate requirements are met. The contractor must have experience performing arbitrage calculations for state and local governments and demonstrate knowledge of federal tax law, accounting requirements, and other regulations. The contract is expected to be for an initial term of five years, with the possibility of up to five additional automatic annual renewal terms. The contractor will be required to perform various tasks, including providing arbitrage compliance planning, verifying bond issue subject to rebate requirements, and preparing IRS tax filings. • The contractor must have experience providing services to municipalities. • The contractor must demonstrate knowledge of municipal economic challenges and have proficiency in areas of planning, reporting, and tax compliance. • The contractor must provide a fee structure that is competitive and provides the best value to the City. • The contractor must provide three references where they have performed similar services. • The contractor must have a State of Alaska business license prior to issuance of the notice to proceed.
