Description

The County of San Mateo is seeking a vendor to assist with the recovery of costs from the State of California for programs and services the state mandates the county to perform. The vendor will be responsible for preparing and submitting the County's SB90 Cost Reimbursement Claims for State-Mandated Local Programs to the State Controller's Office on behalf of the County. The scope of work includes providing a list of eligible reimbursement claims, coordinating and preparing annual reimbursement claims, and submitting claims to the State Controller's Office. The vendor will also be required to communicate with the County's SB90 Coordinator and provide training to program and fiscal staff on the required documentation and processes for filing claims. • Provide a list of all eligible reimbursement claims and a schedule of timeline for data collections and review of vendor’s prepared annual reimbursement claims. • Coordinate and prepare annual reimbursement claims pursuant to Government Code §17560 with and for each Department/Office and the County's SB90 Coordinator. • Follow up with each Department/Office as needed to complete information for each claim. • Ensure the accuracy of Direct and Indirect Costs Rate Proposals (ICRP) data. • Perform an internal quality assurance review of all claims. • Timely complete all reimbursement claims and the required documentation for the reimbursement claims. • Regularly communicate with the County's SB90 Coordinator about the status of the work and of any issues that arise. • Provide the completed annual reimbursement claims for County Departments (as appropriated) review at least three weeks prior to the submission deadline of February 15th. • Provide the completed annual reimbursement claims that were signed off by the County Departments to the Controller’s Office at least two weeks prior to the submission deadline of February 15th. • Submit County annual reimbursement claims and required documentation with the State Controller's Office in a timely manner and before the submission deadline of February 15th. • Provide the County with copies of all submitted claims and documentation from the State Controller's Office, showing proof of timely filing and listing reimbursement claims and amount by February 15th.

Budget estimate

$500,000 – $2,000,000

The budget for this opportunity is not explicitly stated in the document. However, based on the scope of work and the fact that it's a cost reimbursement program, the budget is likely to be in the range of $500,000 to $2,000,000 over the 3-year term of the agreement. This estimate is based on the assumption that the vendor will be reimbursed for their costs, including personnel, overhead, and other expenses, and that the program will require a significant amount of work to prepare and submit the reimbursement claims.
