Sources Sought SEL-2488

The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting a market survey to identify potential sources of supply for a transformer protection relay with equal performance requirements as the SEL-2488, manufactured by Schweitzer Engineering Laboratories (SEL). The required characteristics include a satellite-synchronized network clock with time synchronization, time distribution, system monitoring, reporting and monitoring, and communications and integration capabilities. The purpose of this notice is to identify other potential sources of this product, and interested parties are invited to submit detailed technical data for evaluation. • Time synchronization and distribution using industry-standard protocols • System monitoring and reporting capabilities • Communications and integration with substation automation and SCADA systems • Compatibility with the existing system • Ability to provide precise time synchronization and distribution • Capacity for event logging, diagnostic information, and remote monitoring
