Southwest Minnesota State University (SMSU) is seeking a qualified vendor to provide comprehensive refuse and recycling removal services for its Marshall, Minnesota campus for the period July 1 2026 – June 30 2029 (with a possible 24‑month extension). The contract requires weekly refuse collection, single‑sort recycling, on‑demand pickups, container management, spill cleanup, quarterly waste‑diversion reporting, and compliance with local noise ordinances and state environmental regulations. Evaluation heavily weights cost/value (35 %) and the vendor’s waste‑operations/sustainability plan (30 %). The university may adjust container quantities or service frequencies with 14‑day notice, and overage charges are capped at 50 % of the container lift cost.
