Description

The VA is issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Home Oxygen Services to support the James A. Haley Veterans Hospital in Tampa, FL. The award will be a 100 % Service‑Disabled Veteran‑Owned Small Business (SDVOSB) set‑aside. The contractor must deliver, set up, install, maintain, pick up, and manage home oxygen equipment for eligible veterans in Hillsborough, Pasco, Polk (and possibly surrounding) counties under the Home Respiratory Care Program. The contract will have a one‑year base period with up to four twelve‑month option periods and a possible six‑month extension, totaling a potential five‑year performance window. All work must comply with Service Contract Act wage determinations and relevant FAR clauses. Offerors must be SAM‑registered and hold an active SBA SDVOSB certification at the time of offer and award. • Deliver and service home oxygen equipment (tanks, concentrators, accessories) to veterans’ residences. • Provide full logistics: delivery, installation, routine maintenance, troubleshooting, and equipment pickup/replacement. • Maintain compliance with wage rates, fringe benefits, and applicable executive orders (EO 13658, EO 13706). • Report performance metrics to the VA’s Home Respiratory Care Program. • Contract is awarded on a best‑value basis; proposals due 09/08/2026 (3 PM EST).

Budget estimate

$5,000,000 – $10,000,000

The VA’s home oxygen program for three counties typically serves several hundred veterans. Assuming an average annual spend of $8,000 per veteran for equipment rental, consumables, and service labor, a contract covering 300–400 veterans could range from $2.4 M to $3.2 M per year. Over a five‑year potential performance period, total contract value could be roughly $12 M–$16 M. Therefore, a reasonable estimate for the annual award is $5 M–$10 M, accounting for administrative overhead, escalation, and optional periods.
