Kahua Ho'oulu Housing Development

The County of Kauai is seeking a development team to provide planning, design, financing, construction, management, and marketing services for affordable rental housing. The project, Kahua Ho'oulu Housing Development, aims to provide rental multifamily housing with a mix of affordable rents for families with incomes ranging from 60% and below, up to 120% of the Kauai area median income. The development should include a variety of dwelling unit sizes and an associated parking area. The building design and materials should be compatible with the surrounding residential, commercial, and retail areas. • The project site is a 2.91-acre vacant parcel of land located in Lihue, Kauai, Hawaii. • The County is offering to lease the parcel and intends to use a ground lease to provide site control and to fashion lease terms to accommodate the long-term affordability requirements of the project. • The development should include resident mobility features, such as walkable pathways that link the project to off-site public spaces, adjacent pathways, recreation, and multi-modal transportation. • The project may include funding in part with funds made available by the federal government through the HOME Investment Partnerships Program and National Housing Trust Fund. • Offerors will be required to comply with certain federal requirements, including Equal Employment Opportunity, Fair Housing Act, Section 3, and Federal Labor Standards Provisions.
