Open and Continuous Consulting and Support Services

The State of Delaware is establishing a flexible, open‑ended professional‑services contract to create a pool of qualified vendors that can be called upon on an as‑needed basis to provide consulting, advisory, and support services for the Division of Public Health. Vendors may select any combination of nine service categories—including policy and governance support, program design, process improvement, project management, fiscal and grant support, audit and compliance, stakeholder engagement, and family‑client logistics—and must submit a detailed technical proposal, cost schedule, and required certifications. The contract is a one‑year base term with the possibility of up to nine one‑year extensions (potentially up to ten years total), with fixed hourly rates through 31 December 2027. No minimum volume of work is guaranteed; work will be awarded via individual Statements of Work as needs arise. • Service categories span policy, program design, process mapping, project management, financial/reimbursement, grant administration, audit/compliance, communications/training, and client‑support logistics. • Proposals must include a transmittal letter, executive summary (≤ 2 pages), technical proposal (≤ 20 pages), budget narrative (≤ 8 pages), and mandatory attachments (e.g., vendor information sheet, non‑collusion statement, business references, workplan, cost template). • Pricing is hourly‑rate based, locked through 31 December 2027; the State may retain up to 25 % hold‑back pending performance verification.
