Description
The University of Connecticut is seeking a qualified civil engineering firm (engineer of record) to design and provide construction administration for a suite of infrastructure improvements on the Northeast corner of its Storrs campus. The work includes comprehensive design phases (pre‑design, schematic, design development, construction documents), cost estimating, and on‑site construction oversight for a project with an overall construction budget of roughly $10 million. The procurement will be conducted via a two‑part quality‑based selection: first a technical qualification review of Statements of Qualifications, followed by a cost proposal from shortlisted firms. The contract will be a fixed‑fee engineering agreement, requiring CT professional licenses, a QA/QC plan, and compliance with state ethics and FOIA regulations.
• Design services covering site grading, utilities, roadways, storm drainage, electrical distribution, and related civil works.
• Construction administration duties including submittal review, weekly site‑visit reports, RFI responses, and final punch‑list inspections.
• Multidisciplinary team composition (civil, electrical, surveying, environmental, geotechnical, landscape) with required CT‑licensed PE staff.
• Project schedule: pre‑design to construction documents by April 2027, construction start July 2027, completion July 2028 (≈12‑month construction period).
• Fixed‑fee contract with a total engineering fee to be negotiated; the firm must submit required forms (experience, resumes, narrative, diversity certificates, etc.) by 22 Sep 2026.
