Description

Newark Board of Education is seeking a qualified contractor to deliver two distinct but complementary services for K‑12 students: (A) Applied Behavior Analysis (ABA) services led by Board‑Certified Behavior Analysts, and (B) child and adolescent psychiatric evaluation and consulting. The contract will run for two years with an optional two‑year extension, and the District requires all‑inclusive hourly and per‑diem rates with no price escalation. The vendor must demonstrate extensive experience in school‑based ABA programming and child‑adolescent psychiatry, hold the appropriate BCBA or medical licenses, and be registered to do business in New Jersey. • Provide BCBA‑direct services, functional behavior assessments, BIPs, data collection, staff training, and ESY support. • Deliver psychiatric assessments, regular case‑manager meetings, participation in IEP teams, on‑site consultation (minimum two days per week), and quarterly staff development. • Submit a single PDF containing all mandatory forms, references, certifications, and all‑inclusive cost proposal by May 22, 2026. • Must meet NJ licensing, business‑registration, insurance, background‑check, HIPAA/FERPA, and indemnification requirements.

Budget estimate

$500,000 – $1,200,000

Because the solicitation does not disclose a dollar ceiling, we must infer likely earnings from typical rates for BCBA and child‑adolescent psychiatrist services in New Jersey school settings. Assuming an all‑inclusive BCBA rate of $180/hr and a psychiatrist rate of $250/hr, and estimating roughly 30 hours per week of combined services (≈1,560 hours/year) over a two‑year base period, total labor costs would range from about $560 K to $800 K. Adding ancillary training, travel‑free per‑diem fees, and a modest overhead margin could push the contract value toward $1 M. Therefore a reasonable expected award range is approximately $500 K to $1.2 M. Factors influencing the final figure include the exact number of students served, ESY days, and any additional optional services the District may request.
