The Department of Labor’s Bureau of Labor Statistics (BLS) is seeking a contractor to manage and execute the FY27 round‑24 National Longitudinal Survey (NLS) for the 1979 cohort (Y79) and the 1997 cohort (Y97). The effort includes comprehensive contract management, staffing, survey design support, data collection oversight, records management, security compliance (NIST, FISMA, CIPSEA), development and maintenance of a public‑use data dissemination system, and extensive disclosure‑risk assessment work. The contractor must provide a management and staffing plan, maintain secure data transfer mechanisms, produce monthly progress reports, conduct regular conference and quarterly management meetings, and supply a Principal Investigator for each survey. Additional responsibilities cover technology and security deliverables (confidentiality training, system security plans, configuration management, contingency and incident response plans), creation of a web‑based data repository and public‑use website, and optional tasks such as disclosure‑risk analysis, re‑identification testing, expert consultation, and National Death Index updates.
• Develop and submit a detailed management & staffing plan within 45 business days of contract award.
• Provide secure data transfer (Kiteworks, SFTP) and full records‑management compliance.
• Deliver monthly progress reports (5th of each month) and regular conference calls/quarterly meetings.
• Implement and maintain security controls (annual self‑assessment, triennial full audit, POA&M, SSP, CM, contingency, IR plans).
• Build/maintain a public‑use data dissemination system (repository, website, extraction tool) compliant with Section 508.
• Conduct disclosure‑risk assessment, re‑identification exercises, and produce expert‑review reports.
• Optional: Update NLSY79/NLSY97 mortality data via the National Death Index.
