Latrine and Septic Services at Cannon AFB, NM

The Department of the Air Force is seeking a single-source acquisition for non-personal services to provide, maintain, and service portable chemical latrines, hand wash stations, and pump domestic wastewater holding and septic tanks at various locations, including Cannon AFB. The requirement is of an unusual and compelling urgency due to the current unsanitary conditions and health hazards at the Melrose Air Force Range. The acquisition will be conducted using the procedures set forth in the Revolutionary FAR Overhaul (RFO) Part 12, Simplified Procedures. • The acquisition is for a period not to exceed six months. • The total estimated value of the acquisition is at or below the Simplified Acquisition Threshold (SAT). • The incumbent contractor has failed to perform, and the current conditions present an immediate biological health and safety hazard. • A standard competitive solicitation would delay the restoration of sanitary conditions by an estimated 60 plus days. • Might Vac, LLC is the only source reasonably available to fulfill the immediate, short-term requirements due to their geographical proximity to Cannon Air Force Base and the associated remote sites.
