Civilian Mariner Wireless Network (CivMar WiN) Installation and Sustainment Follow-on Contract

The U.S. Military Sealift Command is seeking a sole‑source award to Boeing (BAH) for the next phase of the Civilian Mariner Wireless Network (CivMar WiN). The effort will expand the ship‑board wireless communications capability across the MSC fleet, refresh existing installations, and provide ongoing sustainment and cloud‑based management. The work includes installing hardware/software on new vessels, upgrading existing ships, and supporting a government‑hosted cloud environment for network control and maintenance. • Install CivMar WiN units on 48 additional MSC ships. • Perform technology refreshes on 35 existing vessels and integrate network expansion for a total of 83 ships. • Provide operations, sustainment, and cloud‑management services for both ship‑board and shore‑based instances (1 development, 1 production baseline). • Maintain uninterrupted service to avoid ≥ 18‑month delays that would impact fleet readiness. • Leverage existing non‑recurring engineering (NRE) work from prior OTA and production contracts to avoid cost duplication.
