Description
The Department of Veterans Affairs (VA) Technology Acquisition Center is issuing an RFQ (36C10B26Q0664) to acquire brand‑name Cisco switches and Axiom Small Form‑Factor Pluggable (SFP) transceivers for its Austin Information Technology Center (AITC) and Philadelphia Information Technology Center (PITC). The acquisition is a Service‑Disabled Veteran‑Owned Small Business (SDVOSB) set‑aside under the NASA SEWP V GWAC and will be awarded to an eligible SEWP V contract holder. A sole‑source justification is provided because the existing network architecture relies on Cisco‑specific stacking (StackWise, VSS), proprietary operating systems (IOS, IOS‑XE, NX‑OS), Cisco DNA Center/Nexus Dashboard management, and security integrations (ISE, TrustSec) that cannot be replicated with non‑Cisco equipment. Axiom transceivers are required for multi‑vendor interoperability while still meeting the brand‑name requirement. Market research identified limited capable sources, confirming the need for a single‑source award.
• Procurement of Cisco switches (including software, management licenses, power supplies) and Axiom SFP transceivers.
• Intended for expansion of existing Cisco‑based network fabrics at AITC (≈260 switches) and PITC (≈150 switches).
• SDVOSB set‑aside; award to a NASA SEWP V contract holder.
• Sole‑source justification based on technical incompatibility of non‑Cisco gear with existing StackWise/VSS, IOS/NX‑OS, DNA Center, ISE, TrustSec, QoS, and vPC architectures.
• Market research (May–July 2026) yielded a small pool of qualified SDVOSB vendors; no viable competition identified.
• Quotations to be submitted via the NASA SEWP Quote Request Tool (QRT).
