Washington County seeks a qualified shelter operator to manage the 60‑unit non‑congregate Hillsboro Bridge Shelter, providing 24/7 emergency housing, case management, meals, hygiene services, and facility maintenance for adults experiencing homelessness. The contract will begin ramp‑up in December 2026 with full operations in January 2027 and is expected to run for at least two years. Operators must demonstrate experience in shelter or transitional housing, comply with local, state, and federal regulations, and meet performance metrics such as 90 % occupancy and 75 % positive exit rates.
