Description

The Colorado Broadband Office (CBO) is soliciting feedback and seeking capable vendors for a future contract to design and execute a verification regime to protect taxpayers' investment in Low Earth Orbit (LEO) satellite services. The goal is to validate deployment, verify simultaneous performance, and supplement state staff with in-depth technical auditing. The project involves developing a methodology to test if the network can support statutorily required speeds and latency when the network is under load. The scope of services includes methodology design, construction and deployment monitoring, and strategies for in-depth technical performance monitoring. Some key aspects of the project include: • Validating deployment by confirming physical equipment activation at funded locations • Verifying simultaneous performance by testing network capacity under load • Supplementing state staff with in-depth technical auditing to augment compliance checks • Developing a methodology to test network performance and latency • Providing capacity modeling to validate LEO provider technical data • Conducting installation verification and geofence validation • Tracking subscription progress against reported data • Performing simultaneous stress testing and latency analysis • Validating quarterly performance data submitted by LEO providers

Budget estimate

$1,000,000 – $10,000,000

The budget for this contract is difficult to estimate due to the lack of specific information in the document. However, considering the scope of work and the fact that it's a 10-year contract, a rough estimate could be in the range of $1 million to $10 million. This estimate is based on the assumption that the contractor will need to invest in equipment, personnel, and resources to monitor and verify the performance of LEO satellite services across the state. Factors that may influence the likely payment range include the number of locations to be monitored, the frequency of testing, and the level of technical expertise required.
